Responsibilities & Services
As part of the Planning and Code Administration Department, the Planning operations strive to promote a diverse, business-friendly, and sustainable community with clean, safe, and strong neighborhoods. Our principal functions are:

• Administering the City’s Land Management Code
• Coordinating the City’s development review process
• Developing and implementing the city’s Comprehensive Plan
• Initiating special planning projects and programs for the City
• Processing annexations of unincorporated land into the City of Hagerstown
• Providing planning and GIS assistance to the other operations within City government
• Maintaining the City's zoning map
