Public Utility Law Judge's Notice of Hearing for CASE NO. 9505(t)

In the matter of the continuing investigation of the Electric Fuel and Purchased Power Cost Adjustment Charges of the Hagerstown Light Department.

An evidentiary hearing is scheduled for Thursday, March 12, 2026 at 2:00 p.m. The hearing will be held in the Commission’s 19th floor hearing room, William Donald Schaefer Tower, 6 St. Paul Street, Baltimore, Maryland and, barring any technical difficulties, will be live streamed at https://bit.ly/2X6wLiP.

Maryland Public Service Commission Make-Whole Rate CASE NO. 9836

On November 21, 2025, the Hagerstown Light Department submitted to the Maryland Public Service Commission an application to adjust rates to meet the PSC approved Rate of Return value of 4.26%.  An overall revenue increase of $782,990 is recommended, which equates to approximately 2.0% of the total current revenues.  A residential rate is proposed to be impacted by $2.60 per 1,000 kWh purchased.

Legislative Energy Relief

A refund authorized by the Next Generation Energy Act is distributing electric utility relief to all residential electric customers during the month of February 2026 identified as “Legislative Energy Relief” on the billing statement.

 Purchase Power Rate Increase

Will my electric bill increase? You will see an increase in the Purchase Power Cost Adjustment (PPCA) beginning August 1, 2025.

How much will my bill increase? The monthly PPCA rate is expected to increase an average of approximately $0.01640 per kWh or $16.40 for 1,000 kWh 

What caused the increase? Capacity auction prices fluctuate annually based on the need for investment in generation resources.  The increase across the region is due to a projected decrease in electricity supply caused primarily by increased electricity demand and electric generation retirement.

Electric Capacity

The division is a publicly owned municipal electric utility, serving more than 17,500 customers within the corporate limits of Hagerstown with a peak demand of 68.6 megawatts. Roughly 325,000,000 kilowatt-hours are purchased at wholesale and distributed throughout our service territory annually.

 Division Funding & Service Rates

We are a self-supported City of Hagerstown Enterprise Fund utility, with our total costs for operation derived through our electric rate structures. Being publicly owned means being publicly aware. Our customers, who are also our owners, are our top priority. With that in mind we have always strived to maintain some of the lowest rates in the region. Low rates not only save you money directly by way of lower monthly electric bills, but also decrease electric costs for publicly owned buildings.
