Sign Permits
All sign permit applications are available online and can be applied for in person, APPOINTMENTS ARE RECOMMENDED. Appointments can be made:
Monday 8:00am to 4:00pm
Tuesday 8:00am to 3:00pm
Wednesday 8:00am to 4:00pm
Thursday 8:00am to 4:00pm
Friday 8:00am to 4:00pm

2018 IBC with local amendments
Sign Permits are required for:
- Permanent and temporary signs
- Awnings
- Banners
- Billboards
- Canopy and Hanging Signs
- Freestanding/Pylon
- Building Mounted
- Box Sign
- Channel Letters
- Formed Letters
Applications need to include:
- Sign dimensions
- Materials, details of construction, and method of attachment (if applicable)
- Loads, stresses and anchors (if applicable, a design prepared by a Licensed Professional may be required)
- Exact layout, text and colors on each sign
In addition to the above information, freestanding/pylon/monument signs must include:
- Footing detail with depth of footing, diameter and thickness of concrete
- Design and size of foundation walls
- Applications for signs measuring 15 feet or more in height must include a professionally prepared signed and sealed drawing
Overhanging signs must also include the following:
- Indicate the measurement from the lowest part of the sign to the sidewalk
- A certificate of insurance naming the City of Hagerstown as certificate holder with general liability insurance of at least $300,000 is required for any sign overhanging a City of Hagerstown right-of-way
Documents required at application:
At the time of sign permit application one or more of the following may be required:
- Declaration of Trade Secrets / Confidential Information – Required for signed / sealed drawings
- Limited Release of Trade Secrets to SDAT – Required for signed / sealed drawings
- Owner’s Representative Affidavit – Required when owner is not the applicant
Contractor License
A contractor license is required for all sign projects.

Process Time
Sign permits are usually issued approximately two-three weeks after a complete application is submitted, but processing time may take longer if application is incomplete or project is more complex.
