Responsibilities
Purchasing encompasses many services including the procurement of materials, supplies, equipment, and other services. In addition to the procurement functions, purchasing includes the operation of a central stockroom. The central stockroom primary functions include the acquisition and dispersal of commonly used commodities and operating materials, and the disposal of surplus property and equipment.
Role
A centrally operated purchasing program is administered to acquire materials, goods, and services for the various municipal departments at the lowest possible cost consistent with the quality and quantity required. Contracts and purchases over $10,000 that require publicly posted notices for competitive bidding are listed in the legal advertisement section of The Herald Mail newspaper. The Herald Mail is the local newspaper in Hagerstown, Maryland. All contracts are awarded through competitive bidding or negotiations that are consistent with processes established by the
City Code or by Maryland law. Additionally, minority and women-owned businesses have the opportunity to participate in City of Hagerstown contracts.
