Prior to becoming the Hagerstown’s Chief Code Official in October 2012, Blaine had served the City in different inspection capacities since he was hired in 2001. Blaine is licensed as a master electrician, master plumber, and journeyman HVAC contractor and also holds 10 ICC certifications as a Building Official, Inspector and Plans Examiner. Blaine is the chief building plan reviewer and supervises the permitting field and office staff.
