The City of Hagerstown’s Department of Planning & Economic Development is seeking proposals from developers who are interested in participating in a Community Legacy-assisted program to provide matching funds for developers to adaptively reuse large, vacant strategic properties, as means of accelerating our efforts to lift property values and quality of life in the surrounding area.
