Prior to becoming Neighborhood Services Manager on November 20, 2017, Paul was Inspection Manager for five years and the City’s Code Compliance Technology Specialist and an Inspector for the prior 10 years. As Neighborhood Services Manager, Paul’s focus became supervision of the office and field staff for rental and vacant licensing and code enforcement. Paul has a master’s degree in business administration from the Frostburg State University and a bachelor’s degree in mathematics from Catawba College. Paul holds ten ICC Inspector certifications.
