Justin joined the City in March 2015. Justin has an Associate’s Degree in Liberal Studies from Hagerstown Community College.  Justin performs Rental Licensing Inspections as well as developing Neighborhood Improvement Plans for defined areas in the City. Justin is certified with ICC as Property Maintenance Inspector.
