Investing Resources

The Community Development Department is committed to advancing the economy, image, and quality of life in Hagerstown. This is accomplished through:

  • Homeownership and Residency programs that provide affordable homeownership opportunities and incentives for homebuyers looking to live in Hagerstown
  • Residential Rehabilitation programs that provide loans and/or grants to income eligible homeowners or landlords to make improvements to their homes
  • Public Facilities and Improvement programs that acquire, construct, rehabilitate, and support public facilities and provide handicap access for infrastructure and city facilities
  • Public Services support programs that provide block grant funding to operate and improve Hagerstown's public service organizations.

The Community Development programs are principally funded by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program. Please contact our offices for program information.
