The Urban Improvement Project is a $40+ million partnership with Washington County, the Board of Education/Barbara Ingram School for the Arts, the Maryland Theatre, the University System of Maryland at Hagerstown (USMH), other community partners and private developers.

As a result of the Urban Improvement Project, Downtown Hagerstown is seeing significant additional commercial and mixed-use development as well as business attraction to numerous nearby properties. The project is supportive of several of the Catalyst Projects in the 10-year Community City Center Plan.
The Urban Improvement Project is funded through a mix of State, County, City and Private funding efforts. In December 2016, Maryland Governor Larry Hogan pledged $7.5 million towards this project. Additionally, funding was provided through the State Strategic Demolition Fund, the State Community Legacy Grant Program, and the State Program Open Space Fund.
