Jonathan Street
General Project Conclusion:
1. Jonathon Street was re-opened to traffic on December 8. Signal staff will have the Jonathan Street signals back in normal operations at Church, North, and Bethel. All the major traffic control signs are in place and residents can park on Jonathan from 5:00 PM to 7:00 AM.
2. We need about three more weeks of good weather to finish the sidewalks, pedestrian crosswalk lights, and landscaping. The contractor will work on these as a traffic work zone so traffic can flow on Jonathan Street….but EXPECT DELAYS during 7:00 AM to 5:00PM. There may be some final issues that will need to be completed in the Spring of 2010, but we don’t anticipate the road will be closed after this construction season.
3. We reversed the traffic patterns on the side streets and removed the two temporary speed humps (on Sumans and Park). The means several streets are back to their old patterns including making North Prospect one way southbound again.
4. A bike lane has been installed along the western curb line of Jonathan Street.
5. Approximately 21 trees will be planted.
6. The City will continue to issue updated project schedules as necessary to keep the public informed of the progress on the project.
Project History:
The City re-bid the utility reconstruction contract and on February 24, 2009, the revised contract was awarded to Charles Brake Company of St Thomas, Pennsylvania. Ardent Company, the project's original contractor started in 2008 but made very slow progress due to the presence of limestone rock that was encountered during excavation for the sanitary sewer installation. Portions of the original sewer line (constructed in the 1920's) were installed by tunneling through the rock instead of trenching and removal. The City concluded that removing the rock is the best way to replace the sewer. Due to this changed condition, the City and Ardent have agreed to terminate their contract, which resulted in a re-bid of the project and the award to the Brake Company.
